Rose Group update

Follow up conversations have been had between Craig Walkerdene, Rose Group Marketing Manager, and Jennie McGhie on 13/09/2022.  The key points of discussion was to provide an update on action items that Rose Group agreed to follow up from meeting held on 17th August 2022. 

1.       Rose group have agreed to pursue a DA in line with current approved zoning for retail spaces including cafe to be built on corner of Montefiore and Hale street.  Concept plans are in progress and Rose group will begin drawings for DA process now.  This is to ensure that the community can receive access to services and facilities sooner rather than later and are not subject to potential delays due to further planning processes for increased tourism in the area. 

2.       The planned children’s playground will be relocated from the northern end of the Village Green space to be adjacent to the proposed retail space along Hale street.  

3.       Consultation with the community can be coordinated through the Alliance when plans are ready for submission and Rose Group has asked feedback from the broader community regarding the provision of retail spaces as well as playground to commence when plans are available. 

4.       Rose Group have been in discussions with both council and regional development representatives. Council has requested they submit a secondary planning proposal for the development of additional retail space along Montefiore street as well as development of the headland for tourism purposes including the potential for boutique accommodation. This is expected to be in line with regional development & heritage preservation strategies and planning for Lake Macquarie.  This will be lodged as soon as practical by Rose Group.  

5.       Questions have been raised around the future of the Jetty Master’s cottage. Rose group has stated that whilst part of the Jetty Masters site is identified by Council for coastal acquisition, the Jetty Masters Cottage itself and its immediate curtilage will remain in private ownership.

The CHB Community Alliance are working to create relationships between the community and all other relevant parties around development matters and to ensure that information reaches the residents of CHB.  We are aware that there will be many differing views amongst the residents in relation to the secondary development proposal of the headland and we want to assure the community that no agreements have or will be made without consultation. We strive to always provide opportunities for clear and transparent information and continue to foster a respectful conversation as we build our community together.    

Rose Group have advised that they expect to have an update around timeframes for the development of submissions plans referenced in point 1 in the coming weeks and we will continue to provide the information as it becomes available.

Immediate Term (next 2 months)

  • Beaches development of Park and Retail Space to be actioned as a separate zone 3A/3B to the stage 3 development. Bryan to confirm in 2 weeks if this is achievable to expediate this part of the plan.

  • Rose Group to seek support from Alliance with council for lobbying to rezone retail area and seek additional commercial space to allow more versatility of offerings for the community such as café, general store, bakery, commercial services additionally to allow for retail space to go along Montefiore street as opposed to Hale street to allow for better access and more parking.

  • Concept plans in progress to be shared with the alliance and community to allow for consultation and transparency when available.

Short Term (12 Months)

  1. The final components of the development as per the DCP are to be commenced within the next 12 months for a children’s playground, village reserve, retail space, Hale street connection to middle camp (cycleway) Removed Coastal Walkway as this is affected by the Tourism Concept Plan and the proposed hotel development.

  2. Concept plans in progress to be shared with the alliance and community to allow for consultation and transparency when available.

Long Term (5 year plan)

  1. Rose Group’s proposal to change the development approach on the former Washery plant site is intended to save the Jetty and create employment in the area. Rose proposes to use development funds and work with council and the State Government to create a tourism location and employment opportunity in the form of a hotel, diving location, surfing location, restaurant at the washery and along the jetty. This will allow for jetty restoration and ongoing maintenance.

  2. Part of the Hotel and Jetty development proposal is to include works with council and the surf club (longer-term master plan recently done with the Community Working Group).

  3. Concept plans are in progress to be shared with the alliance and community to allow for consultation and transparency when available.
